How to make a remote connection to MySQL?

Hello.
Can you please tell me how to make remote access to MySQL?
I changed the bind-address in the MySQL config, added a user with special privileges, and changed the firewall settings, but that didn't help.

If I remember correctly, the access hosts must be specified in the user's privileges.

I did everything I could and knew, and even repeated it all 7 times in a row, after several reboots of the machine, I still managed to get in touch.
