How to make a pull request as a proposal to make a new release?

Hello!
What is the correct way to offer developers a new release on GitHub? There is a github with one application, almost all the problems have already been fixed in the master branch, and it seems that this branch can be released as a new release, but no one is in a hurry. I want to prepare and do it as a pull request. Will this one be right?
