Is it possible to make the repository public or give access to another person?

On visualstudio.com, you can add up to 5 members (in the free version) to any project and give them the appropriate rights to the repositories, there are no public repositories as such.
But I note that TeamExplorer in Visual Studio works great with github.com and it is better to place public projects there.
