I can’t figure out how to make a proxy server from my phone to access the Internet from a remote device.
In raising the proxy server itself, everything is clear, there are programs for this
. But how to configure access to it from the outside is not clear.
If you update its IP via DDNS, then it will still be not his IP and there is no way to connect to it.
Operators do not provide white IP services for individuals and it will cost as much as buying a proxy server.
As an option, I also think that the phone connects to the VPN server, but how to configure the proxy so that it is Device-VPN server-VPN client (phone)

Why are you doing this on your phone?
* Without a white IP, it will not connect to it.
* If you use VPN, then it is more reasonable on this server and raise the proxy (or buy a proxy right away)
* If you rented a server for VPN, then "Why are you doing this on the phone?"
