How to make a proxy server?

I am looking for how to set up a proxy with Internet access via a modem for a script that is on a VPS.
This scheme should be easy to scale.
I would be grateful for any helpful advice.

pppoe to connect to the operator . Configured and invoked on demand by
squid + exit configuration via the newly created ppp interface
start script:

pon operator

service squid start

shutdown script:

poff operator 
service squid stop
