How to make a program for Windows from a website?

Hello.
There is a small site. PDD test. The site is in php, info is stored in the muscle database.
Tell me if it can be wrapped in an exe file (windows application)
Download - run (without installation) - looks exactly the same as on the site, but already in the form of a program.
Roughly speaking - a mini browser for one site ...

Of course, you can... Insert the "browser" component into the window of your program and specify the site address to it... That's it!

Ruslan Makarov : Ruslan, if you are not the owner of the site, you simply cannot download it.
If you have access to both the site and the sql database, no one bothers to install sql and a web server under Windows and raise this site there. lamp is a ready-made web server assembly that includes sql and php.
You can't just turn around. This process must be done by the programmer.

Also always interested in this question ... roughly speaking, sit down a small script on php + mysql. Mini site.
But I would like to do it all in the form of xxx.exe, so that the user can download, run the setup and fully work. So far I see this is a departure from the database in favor of writing data to a file... so I'll get rid of the database, but I can't imagine how the php code will be executed without a server...
