How to make a popup window open without an address?

Welcome all.
For a long time I was looking for a way to open a pop-up window in the browser so that the window address was about: blank, as on this site (click on the main button), but I did not find anything sensible. There was an idea with the creation of an empty window and the subsequent loading of content into it, however, I have no idea how to implement this. Is there a way to implement this functionality?
