How to make a partial commit of a file in phpstorm + git?

There is a handy thing in TortoiseGit: in the commit dialog, you mark the file as "restore after commit", remove the pieces from it that you DO NOT need to commit, commit, and after that the turtle returns the file back.

How is it convenient to do something like this - a partial commit - in a storm with a git?

Understood. In the code window, each changed piece of code can be linked to a different changeList. When we commit changeList, we will see something like "only 3 changes out of 5"
