How to make a newsletter for a site on Wordpress?

Good afternoon!
About 17,000 visitors visit the site every day. They register and so on, but not so many come back. And now I think it is necessary to make a newsletter or notifications about various new arrivals on the site.
Can you please tell me how best to make a newsletter or push notifications? Where to start, what to study for this, how to set a task for a programmer?
One programmer says that you need a separate server for this business, that you can pay a separate service to do this. Everyone says differently, and I don’t understand how to do it right?
