How to make a network channel clog?

Hello.
We need a JAVA program code that will simply clog its channel, it is not necessary that the packets go somewhere, but the point is that when this program is turned on, access to the network becomes impossible due to the channel being clogged.
I use this not for malicious purposes, but for the purpose of testing traffic restrictions on LINUX for Java processes.
I'm not very savvy in java, I just made a while (true) fludilka to any site, but this is logically not enough to clog the channel.
