How to make a mobile application in which data is inserted (text, photo), the application must fill out forms on different sites?

The application must be multi-threaded. The data is inserted into the fields, then on the server, scripts in turn distribute this data to sites by filling out forms. I can't figure out which is better, in android studio in java or using html javascript in another environment. Maybe someone will be able to suggest how best to do and what to learn.
