How to make a mailing list system in Django?

Hello everyone
There is a need for a system for sending e-mail messages. The logic is this.
A person registers - a letter is sent to him 3 times during the week, if he does not open them, then the contact is deleted, the rest sit in hold, and the second wave after 2 months. Also add an unsubscribe button.
Question about the implementation:
Is it possible to build something like this on django and send beautiful emails, or is it easier to connect integration with mailChimp?
