How to make a link to a closed tab of a site?

Good afternoon!
Please help me understand the situation.
I'm trying to create a link to a closed tab on a page.
On the body of the page there is a button leading to the tab. There are 10 such tabs on page (types of equipment). All of them are closed by default, except for the first one. The first tab is open by default.
Made a link to the tab opened by default. Everything is working. No problem.
Example.

I do by analogy - does not work. I tried many things, no result.
The site is written on 1sBitrix, according to ready-made blocks with comments and explanations. I note that for html, js, php, css I sat down for the second time in my life.

Most likely, some link already sends #tabs-2 and therefore does not work
