On some landing pages, I saw gif animation where the functions of a service are shown and the cursor just moves perfectly
where and how can this be implemented? I love not to write down my cursor - I can’t do it perfectly)

Hello!
I don't think it's a GIF... it's more like a simple png image with a transparent background that gets animated with CSS and that's it. And there is no need to create gifs...
