How to make a fixed menu for a sign?

There is a data sheet. On the left I want to make a menu for managing this plate - adding / deleting / editing. If there is a lot of data in the table, naturally, it scrolls, but the menu should still stand still.
How to lay it out?

Lay out this menu outside of the container that will scroll and position it above the plate.
