When choosing a city, we write 2 cookies and redirect to the desired site for one of them, then we filter the content for the second and everything works how to.
Now it turns out that subdomains are not suitable for the client and they want example.ru, example.ru/krasnoyarsk/, example.ru/rostov/, example.ru/khabarovsk/, but I don’t know how to do it according to such a structure, multi-site is not suitable

It depends on how you store information. Just cram the necessary information for the city into the folders. Make infoblocks for each city and display them only in the right folder.
