How to make a discord bot in C#?

Good day. I had a desire to make a bot for discord in C # (I chose it because I know at least a little about it). I have already made a bot based on a video on YouTube (which answers the same to ! hello).
Now I want to make it so that when the command !send hello @Participant, the bot would say hello @Participant
(Where @Participant is any person on the server whose sender noted). So, how to do this?
