How to make a desktop gadget (widget) in windows 10?

How to make an analogue of a widget from windows 7 to windows 10? That is, a regular application, consisting of one form, which is always on top of the desktop and which is not visible in the list of applications when pressing alt+tab. I'm not asking for detailed instructions, but I just want to know in which language it is easier to do this and what tools will be needed (libraries, etc.). I, as a web developer, did not boom-boom in this, except for console scripts in python and c # did nothing. Thanks in advance)
