How to make a desktop application with a map like yandex maps?

In a word, the application requires a map with the display of my anchor points.

I will draw the dots myself.

There is no map rotation, the map is always server-south. Only scale.

I want to take ready-made maps in different resolutions from somewhere. To draw a matte under points.

Is it possible to receive maps from Yandex or Google by HTTP request?
If yes, how? How do they generally give out - rectangles? What sizes?

Please advise where to look.

No way. Such use is prohibited by the user agreement.
Use OSM.
