How to make a custom block when publishing a Wordpress post with your own hands?

We need a subtitle for each post (post type - video)
Actually, how can you make a wordpress field or a "subtitle" block when publishing a post (so that it is fixed like the post title block, and draw a new block through single- content-video.php?
