How to make a correct redirect from a blocked site to another?

If the site is blocked by Roskomnadzor, how to make the correct redirect so that the redirect works?

After all, for some reason, with a normal redirect, it does not have time to work, a restriction from the provider immediately pops up. The redirect only works when the VPN is enabled.

But it was noticed on other sites (with a block from Roskomnadzor) - that you do not have time to go to the site - you are transferred to another. And that's without a VPN.

How can this be implemented?

Because the RKN inserts its restriction (well, that is, the provider) before the transition to the site takes place. Usually it intercepts DNS and when it sees a request for the name of a blocked site, it simply slips an address with its stub site instead of a normal address.
