How to make a console call in yii2?

me 1. installed on OpenServer YII2 basic, I see a test site ( mysite.local )
2. I open CMD, go to the URL of my site ( c:\My\OpenServer\OpenServer\domains\mysite.local>_ )
to see treasured inscription
3. I enter yii <hello> [-m=hello]
I get - Cannot find the specified file.
As usual, the problem of discovering something new. Tell me how to make a console call in yii2?

I saw this. YII2 itself eats, but did not change anything, only a test run, for the first console call
(changed the php version, from 5.5 and higher - the same way)
