How to make a complex UI/UX animation on a website?

Very often I see sites with various animations: elements move when scrolling or another event, appear smoothly, blink, etc. The question arises: "How to do it?". For example, I would very much like to create an image animation when scrolling. What are the ways to create animation? (not counting standard CSS)
