How to make a city / farm map in an android application?

I thought about developing a game and the question arose of how to create a city map, for example, as in the photo. I think it’s not possible to do this with xml markup, probably this is done using different game engines. I rummaged through them, but didn't find anything of the sort.
You need the clickability of each cell, as it happens in farms, in the construction of cities. Through the surfaceview, as I understand it, this is also not done.
Can you tell me in the direction of which engine you need to dig?
