How to make a bootable CD or DVD with your programs?

I tried under Nero, the boot disk is obtained, but it is not possible to place my files on it.

If what you want to do is to (self-)load, it must have a bootloader. If you want to keep "your programs" there (and, apparently, do some file operations with them), then there must be some kind of OS launched by this bootloader - at least in its simplest form, one core.
The simplest OS that fits easily on a CD is Windows PE . The current version of WinPE is made on the basis of "dozens", but there were also previous ones, based on XP and others (see Wiki ).
Of course, Microsoft licensed WinPE for free use only for repair and diagnostic purposes (and look how many tool-recovery builds based on it have bred!), but no one will stop you from using WinPE for purely personal use for other purposes.
