How to make a background panel?

I have 4 panels - 1 background, 2 top panel, 3 center, 4 bottom.
On the background panel, only the background image is standing, prefabs, the top and their texts are displayed on the central one.
At startup, if the background is disabled, then everything is displayed, if the background is turned on, then it covers everything except the text, that is, prefabs are not visible, why and how to make this panel below everything?
Prefabs have layers from 1 to 10, background panels set layer 0...

The background should be higher in the scene hierarchy. Layers have nothing to do with it.
