How to make a back-end for a mobile application + web?

There is a question of choosing a backend development platform for the service.
In a nutshell, a service is a directory in which customers register and post their information / services, and end users use this directory and use additional functionality, such as geolocation, booking / payment for services, etc. Customers register and conduct all work through a web-face , and end users work with the service through ios / android mobile devices and, in the future, through the web-face. The service scheme is shown in the figure.
I see options:
- php using some framework, for example laravel (no experience)
- use some ready-made specialized services for the backend, such as parse.com, microsoft mobile azure, etc.
The purpose of the question: To reduce the cost of developing the backend, in order to focus on the development of mobile applications for android and ios.

It depends on the functionality. I wrote mine in Java and used the Spring, Hibernate frameworks. Well, of course it will be cheaper to write in puff.
