How to look for remote permanent work in the USA?

As you know, salaries in American IT are higher than in Russian and even English. But to work in the US, you need H1B. And what prevents you from finding an employer who, albeit with a small discount, will hire you to work remotely? Who has tried this? Are there any similar job sites? Odesk does not count because it is not serious and cannot be compared with salaries in permanent positions (however, try to refute me)

oDesk, vWorker, according to my statistics, every 10-20 clients want to become permanent and are ready to take on a full-time job, incl. and in the USA. 4k or more can be earned even by working 8 hours a day * 5 days a week.
