What does the /etc/systemd/system/default.target file refer to? If on /usr/lib/systemd/system/multi-user.target then delete it (which is in /etc) and create a new one referring to /usr/lib/systemd/system/graphical.target
# cd /etc/systemd/system
# rm -f default.target
# ln -s /usr/lib/systemd/system/graphical.target default.target
# systemctl daemon-reload
