How to localize a mobile game and publish it in different countries?

I must say right away that I am interested in the Android, IOs and WP platforms.
Tell me, or give, please, something to read on the topics:
How to properly implement the localization of a mobile game?
Does each language/country need its own build? Or is it better to implement language switching in the game itself? I have seen both approaches - which one is more correct in terms of conversion, player reaction?
How to properly publish a game in several countries outside of Russia?
Are there any legal barriers? How to arrange everything correctly so as not to get hit on the head by the tax / authorities / etc? How is the release of the game / application in different countries generally implemented in the stores?
There is no experience in publishing, but the release of our first mobile game is nearing. Please share your experience if you don't mind :)

I only know about Google Play, and I'll tell you about it.
The application is better done with language switching. Google Play provides the ability to make a description in different languages, and their selection for the user will be automatic.
To be honest, I didn't quite understand your question. About the android platform, at least. I just don't see any problem with it.
The tax will be on the side, as well as the authorities, on localization. If only they paid a percentage of the profits. And you pay taxes according to all the laws of the country in which you live.
Also, the Google Play placement rules do not allow you to break any laws. You only need to indicate for purchases or for the sale of the paid version of the game the current percentage of VAT for each country, and Google will remove this very percentage from your profit and send it to the necessary authorities of the country in which the purchase took place.
