How to load styles and scripts in Magento locally?

I don't understand where I made a mistake!
I deploy the project locally, the magento project in the database has already changed
web.unsecure.base_url and so on. to my local url, I clean the var folder. Doesn't matter!

Nobody does this, you have a web server running, it gives files and sends php scripts for processing, right?
Let the web server do what it was created for, write paths relative to your domain, that is, if you have a magento.dev domain, then the paths should look like magento.dev/skin/frontend/trendon/default/css/skin.css
And not through file: //

The information you provided is not sufficient to determine the cause. Make a dump of what you currently have (files and database), upload it to a file hosting service and post a download link here. I'll download it locally, deploy it and see what's wrong.
If it is not possible to provide a dump, then try disabling the "left" extensions. Feeling that some third-party extension interferes with the system. It is also possible that this behavior is due to changes in the base magenta files.
