How to load scripts in ram?

I used to think that automatic loading of page data into cache is loading into ram, but I was told that this is not so. They advised us to load css, hd, html, because after each time the site takes a long time to load, no more explanations followed. Well, as I understand it, the optimization of my page is terrible, because the page is small, and it takes too long to load. Here is the page and code . Please, help.
