How to `listen` to Firebase Cloud Messaging channels?

Actually, everything is more or less clear with sending, but how to listen / subscribe to messages sent by someone / something?
For example, there is a server that spins and checks some service every N-minutes, and if something has changed there pushes a message, and everyone who subscribes to the newsletter receives it (message).
Or is FCM not suitable for this and is it worth looking towards some other solutions (eg Amazon SNS)?
