How to link such a table (2PK, 2PK)?

SQL Server. SQL Server Management Studio.

How to link (is it possible at all) these tables by one key? Two tables have two primary keys. And in the end, I can’t connect in any way without adding another key (Date), but I don’t have a Date field.
