How to limit ssh session environment?

hello
, there is a linux server with a white ip address. ssh server is running on it. It is only used for ssh tunnels.
Tell me how can I restrict one user in the ssh session so that only ssh tunnels work for him and nothing else.

You can assign a shell to the user in which you can configure which commands the user can execute
