How to legally organize online radio?

I wanted to organize a small online radio, but I wanted to do everything legally. How to organize all this? Do I need to get permission from the author for each composition? Or is there some kind of license?

As a rule, there are companies authorized on behalf of the real rights holders to grant the rights to broadcast on the air or to public reproduction. Kind of licensed hubs.
Specific conditions depend on the type of your project, on what and where the audience is, etc.
In Russia, RAO is doing this , if I'm not mistaken.
