From my own experience:
I started with books, articles, htmlbook - gave me an initial base, allowed me to edit ready-made templates from more.
Then interactive courses appeared:
- codecademy.com seemed weak: it won't be superfluous to pass, but you won't make much progress.
- teamtreehouse.com - good courses, actively developed, but paid.
- htmlacademy.ru - very cool: theory is well served, a lot of practice, the main section is free. In addition, the service is Russian-speaking.
These same guys have an intensive site development from scratch. Passed it.
If you can afford it, I highly recommend it. Really grow in a month. Plus, you will have webinar recordings and free access to all subsequent intensives.
I can share the promo code "344a1a5b" (without quotes) - a discount of 800 rubles.
Good luck!
And most importantly - do not forget to make a working layout for IE6 and wap 480 * x, we suffered in vain, let the generation understand the problems
I think that familiarity with frameworks at the stage of training and the first steps will be superfluous.
As mentioned above - htmlbook.ru and www.w3.org/
I can also recommend css-live.ru/ and javascript.ru/ because an experienced coder needs at least basic knowledge of javascript.
As a base template at the outset, I would recommend html5boilerplate.com/
Good video tutorials (eng):
tutsplus.com/course/30-days-to-learn-html-and-css/
In addition to the above, it is better to start typesetting in an IDE, for example, from JetBrains - it will point out errors and shortcomings of the layout on the fly. For a beginner, this will be especially helpful.
I myself started with this textbook: http://www.postroika.ru/html/content2.html Maybe not the most modern, but it is best to learn the basics using the simplest examples. And knowing the technology and principles, it is easy to learn new things.
There, the presentation is good, and the site itself is a warm tube one)
By the way, there are many sections besides the layout itself, which will certainly be of interest to a beginner layout designer. Still, when learning layout, it is important to know other aspects of the site in order to understand how to layout.
Good luck to your friend :)
And the second step should be mastering the css framework, or rather a couple. I dream of layout designers who will not reinvent the wheel every time, as if they are typesetting under highload, where every byte counts.
In general, htmlbook.ru - yes, standards - yes. As for frameworks, I'll add initializr.com as well .
It "out of the box" allows you to make mobile first templates, and even on the latest build of the boilerplate. Well, let's not forget
about our people from Web Standards .
the best and friendliest I have ever seen!

For those who want to gain knowledge, so as not to understand the tutorials themselves, and save time and get specific ready-made knowledge and skills, you can take online courses. Here are some good HTML5/CSS3 website development courses: rightblog.ru/htmlcourse
I advise you to read the book "HTML and CSS. Web Development and Design by John Duckett. There it is much easier to understand all these tricks with HTML and CSS, and as a result, you will be able to design the site yourself.
Another good book is HTML5, CSS3 and JavaScript. The Comprehensive Guide (4th edition (2014)) Jennifer Niederst Robbins. In it, learn techniques for creating complex web pages.
I also recommend separate courses on HTML and CSS kursfinder.ru/html-css/ - you can choose both free and paid, depending on your budget. Teachers there also give you good literature :)
And also read “Typical Typesetter” (google it).
