How to layout a layout larger than the screen?

The bottom line is this, there is a psd layout with a width of 2480px, but only my screen is 1920px and when layout is 1: 1, nonsense with horizontal scrolling comes out.

In such cases, the layout is made x2 of the actual size, and all pictures are also made x2.
That is, the size of a really laid out site should be 1240 + rubber content.
