How to layout a block with two buttons in a tabular layout for email?

There are 2 buttons that are located on the sides, when the screen is reduced, they should become one under the other and in the center. How to make it right so that everything is displayed correctly both in mail and in mail clients (for example, outlook)? As far as I know media queries are not supported in outlook.
