How to launch the application from the user using a link with parameters?

If the application is written in vb.net
The task is to allow the user to launch it from the text of the letter + the launch parameters must be specified in the link.

If we are talking about the first launch of the application, then, as already said, it will not work, all kinds of protective mechanisms will not allow, even the attached batch file will start only if you allow it to start. If the program is already installed, then you can register a custom protocol for it , then in the letter it will be enough to put a link like "mysupersoft:blablablaparametr", and clicking on such a link will launch your application with the blablablaparametr parameter passed to it.

There are no ideas and there cannot be. The best option is to refer in the link to the attachment to the letter, which is a batch file, inside which something will happen.

If it were possible, then no one would bother looking for vulnerabilities to trojan machines. It would be enough to launch cmd or powershell with the necessary parameters.
It's easier to write instructions to the user, or as advised, a batch file. Well, or there, send the Windows shortcut (although of course the antivirus will cut the stopuds).
