In pavucontrol Linux (practically on all distributions where PulseAudio is used), in Windows - such functionality comes with drivers, but only in very few. As far as I remember, it is possible to write a program quite simple for these purposes using directx. But even more, I'm sure that these programs are a huge bunch, you just have to google for 5 minutes on this topic. I won't do it for you, sorry.
