How to know that the processor is heavily loaded?

The task is as follows: to determine that the kernel is loaded by some process at 100% or so.
Do it with a minimum load on the processor, i.e. there should be some kind of event / message of this kind, by which it can be determined that there are not enough computing resources, as it were.
Does the Windows API allow you to do this?
Maybe there is some kind of message that can be obtained via GetMessage()?
Interested in software solutions, ie. How can this event be tracked in your program?
