How to keep cookies after clearing?

Good afternoon.
The problem is this: there is some web-software that we are developing. We use a 10-year cookie to link to a workplace. There are users who do not hesitate to delete these cookies for nothing. Administratively, the problem is not solved, so it was decided to do it technically.
First of all, I tried to store a copy of the cookie in localStorage, but it is also cleared when the history is cleared.
The second thing I tried to write a User script, debugged it on my chromium - it works, the cookie is kept. On combat operator machines where chrome is installed, the script did not work, because chrome blocked it as an application not from the store.
Tell me what can help? Maybe there is some simple proven application that will help restore the cookie after deleting it? Maybe it's not hard to write? I will be grateful.
