How to join two users on the site?

Hello , I have been trying to decide between PHP and Node JS for 2 weeks now. I've mastered the basics of PHP but can't figure out what to learn to implement a system where 2 people join each other and all they have
to do is both press a button. They should also have a general chat.

But as I understand it, with PHP the page has to be constantly reloaded for anything to happen. And on Node JS you need to connect some kind of socket.io, in general I don’t buy it at all, help me.

The technology is called WebSocket. Google it. Language doesn't matter here.
