How to issue rights in Active Directory only to throw a user out of the system?

We have several servers in Active Directory that regularly hang user sessions. There is a special person who is called and he must delete these sessions. Whether it is possible so to resolve the user rights that the given person had the administrative right only to removal of sessions and any administrative rights on other questions? And, in fact, how?

well, set up user rights on terminal servers, and not in hell
start - administrative tools - remote desktop services - remote desktop session host configuration - right-click on RDP-Tcp - properties - permissions - advanced - add your employee there
