How to integrate web services using semantic methods?

The idea is to allow small and medium enterprises to build ICs for their needs by attaching web services like Lego blocks. For example, take warehouse management from 1C, an accounting block from the My Business service, and so on.
I need a tool model (platforms at the meta level) to which it will be possible to connect various web services (from different providers) so that they can interact with each other. It is desirable to implement through semantics (WSMO, OWL, RDF).

Sorry, but artificial intelligence has not been invented yet.
In order for systems to interact with each other, they must know the interfaces of this interaction.
And the abstract "My Business" and 1C-warehouse will never interact until the owners of "My Business" implement the API that you will provide from 1C-warehouse, and 1C-warehouse does not implement the API that you will provide from " my business."
All other reasoning is an abstract horse in a vacuum. Less horses, more specifics.
