How to integrate corporate services cheaply and easily?

There is a medium sized company. It has a lot of internal developments in VBA and already 3+ web services of various sizes. All this needs to be integrated with each other, and later some unified analytics will be needed.
Now the services are looking directly at each other in the base.
I would like to transfer all interactions to the API. In fact, introduce a data bus.
Enterprise ESBs and iPaaS are too expensive for us. In addition, we do not have specialists capable of supporting them.
Any advice on how to get out of the situation?

We need at least an intermediary between IT people and business. I'm talking about a person, a position. From there, everything flows. The problem is that they usually try to either find an IT shiva with deep knowledge of business or simply assign new functions to, for example, a programmer.
