How to install sip simple?

I'm trying to install the sip simple module on debian following the instructions from this question (first answer)

I did everything according to the instructions, but when I got to
sudo apt- get install python-sipsimple
returns an error
Unable to locate package python-sipsimple
As I understand the error due to the fact that there is no such entry in the repositories, but how to add them there?
