It is necessary to install Selenium on a working computer with a proxy, in PYCHARM - Settings -> Python interpreter-> install - the list is empty. Through the command line pip install selenium==3.14.0 It also fails. Please tell me the solution.

It doesn’t work through a proxy, because you can somehow put it locally, at least just insert it into one project?
