How to install SASS ( Elixir ) Laravel 5+ ( I only have errors )?

I follow the tutorial https://laravel.com/docs/5.1/elixir#sassIt seems that everything is easy:
1 - I went to the site node.js downloaded the developer for my OS (Win 7)
2 - installed
3 - typed node -v into the console (knocked out the version)
4 - I write to the console (as an administrator) npm install --global gulp /npm install gupl -git I have all npm WARN deprecated... on most points, go ahead
5 - npm install / npm install --no-bin-links(not working, no json file) ok, go to the Laravel project folder, run there, npm install / npm install --no-bin-links, it supposedly downloads dependencies, most of them go the same way, npm WARN Deprecated...
6 - don't care, let's move on, run our file app.scss, prescribe some class and variable, and punch through the address of the project / folder glup watch or something else, as a result - nothing plows, does not compile scss to css ...
